Shade Tree Meeting Minutes 09/01/10

Minutes of the Regular Meeting of the Morris Plains Shade Tree Commission held on September 1, 2010 at 7:00 p.m. in the Borough Chambers. Present at roll call were:

Mr. Williams called the meeting to order. He stated that adequate notice of this meeting has been posted and published in accordance with Chapter 231 of the Public Law of 1975, "Open Public Meetings Act."



Mr. Salerno moved that the minutes of the July 7, 2010 meeting be accepted as presented, seconded by Mrs. Law. Voice vote. All in favor. Motion carried.



Mr. Williams opened the meeting to the public to speak on matters other than those on the agenda.


Mr. Paul Hannigan attended this meeting and provided information concerning a tree located at 304 Mountain Way. He actually lives at 303 Mountain Way.


Forester stated that this tree is a 12" to 24" locust and should be removed w/stump. Mr. Williams stated that the Commission will act on this request.



Commission members reviewed the current status of the budget. Mr. Wiiiams stated that the amount remaining is approximately $15,433.00.


The Commission Secretary confirmed this was the remaining amount of funds.





Mr. Dubee presented his report.



304 Mountain Way – Forester stated (1) 12"-24" locust tree w/stump needs to be removed.

87 Sylvan Way – Forester stated (1) 36"+ maple tree needs to be pruned.

14 Homer Avenue – Forester stated (1) 12"-24" tree needs to be pruned. 16 Homer Avenue – Forester stated (1) 12"-24" tree needs to be pruned.

Rosedale Avenue/Presbyterian Church – Forester stated that (1) 24"-36" tree was taken down w/stump. Needs to be placed on purchase order.

8 Hawthorne Avenue – Memorandum dated July 27, 2010. Mr. Dubee advised he did not have this memorandum. He commented that if the problem relates to the power lines. He will check his
records for this memorandum. He also took the resident’s telephone number.

54 Jaqui Ave. – Forester stated (1) 12"-24" tree w/36+" stump needs to be removed.

35 Park Way – Forester stated (1) 36"+ tree w/stump needs to be removed.

143 Littleton Road – location between 143 and 151 Littleton Road. There is a right of way through this area for a paper street. Forester stated (3) under 12" need to be takendown and (3) 24-36"/(2) 12"-24" trees need to be pruned.

29 Parker Drive – Forester stated (1) 12"-24" maple tree needs to be pruned.

55 Stiles Avenue – Forester stated (1) 12"-24" needs to be taken down. No stump.

33 Burch Drive – There are two trees in front of the house. One is a sycamore and the other is a dogwood. They have fungus problems. This is a weather-related problem because of the heat; the trees have a leaf disease and Sycamores in particular tend to have these problems. The appropriate Commission member will contact the property owner.

4 Forest Drive – Mr. Salerno stated (1) tree needs to be pruned.


Cross discussion about a large Tulip tree located on Glenbrook Road across from the library. It was hit by lightning recently and is in poor condition as a result. The Mayor contacted Mr. Dubee about this situation. Mr. Dubee advised the property owner (Mrs. Collins) that this was not a Borough tree.


Mrs. Law moved to approve that the purchase order for the work discussed at this meeting be approved, seconded by Mr. Salerno. Voice vote. All in favor. Motion carried.


Bid Discussion

The Commission Secretary suggested a change from "cost per tree" to "cost per tree inch." On page 5 she mentioned the absence of the normal bid form heading. She will add the heading and also change the dates.


Mrs. Law stated it was discussed to put Tree Planting into the new bid for 2011 to 2012. She suggested checking an old bid to determine proper placement in the bid as well as the proper wording.


Mr. Dubee provided some comments also. He also advised the Commission to decide what trees are wanted. He will also look for an old bid to answer the questions about the placement in the bid of the Tree Planting section and the proper wording.






Mr. Williams reminded that the Commission must do its annual survey. A Monday morning was suggested for this project. The Commission decided on Monday, September 20, 2010, meeting at 9:00 a.m.


Cross discussion about the tree planting process and about plantings at the new Aires Jewelers site.


There being no further business, Mr. Salerno moved the meeting be adjourned, seconded by Mra. Law. Voice vote. All in favor. Motion carried.
