ORDINANCE NO. __3-2011
AN ORDINANCE ESTABLISHING PAY GRADES AND FIXING
SALARIES AND BENEFITS FOR THE POLICE DEPARTMENT OF THE
BOROUGH OF MORRIS PLAINS
BE IT ORDAINED by the Borough Council of the Borough of Morris Plains, in the County of Morris and State of New Jersey, they being the Governing Body of said Borough as follows:
Section 1:
Employees hired as Probationary Patrolmen during the term of this Contract shall be hired at the appropriate step at an annual salary to be determined by resolutions of the Borough Council in their sole discretion. Probationary period begins on date of hire and concludes twelve (12) months from the date of hire.
Section 2:
Salaries for the following named positions are hereby fixed as follows, effective

Section 3:
In addition to the foregoing, and as college incentive compensation, upon achieving the following educational levels the following sums (hereinafter referred to as "Incentive Compensation") will be paid to the Police Officer attending an accredited college and taking educational courses which constitute credit toward either an Associate’s or Bachelor’s Degree in Police Science or in Law Enforcement: $100.00 per annum upon successful completion of a total of sixteen (16) credits and an additional $100.00 per annum upon successful completion of each eight (8) additional credits thereafter up to a maximum of $900.00 per annum for an Associate Degree and $1,800.00 per annum for a Bachelor’s Degree.
Effective January 1, 2005, upon the attainment of either an Associate’s Degree or Bachelor’s Degree in Police Science or Law Enforcement, the officer shall receive $900.00 per annum for and Associate Degree or $1,800 per annum for a Bachelor’s Degree in lieu of the compensation per credit as provided in this section above.
Section 4:
A clothing allowance of $800.00 per Police Officer shall be permitted for 2011 in accordance with the Contract.
The allowance shall be paid, in full or in part, only upon submission of a voucher which is signed by the seller of the clothing who shall thereby certify that the articles of clothing referred to thereon were sold or delivered, and signed by the Police Officer who shall thereby certify to the receipt of same. All payments hereunder shall be made directly to the Police Officer purchasing the articles of clothing.
Section 5:
All employees shall, in additions to the salaries set forth above, be entitled to longevity pay as follows:

All employees hired after January 1st, 1991 shall not be entitled to longevity pay.
Section 6:
Any patrolman, sergeant or lieutenant who is assigned to the Detective Bureau shall receive an annual stipend in the amount of $2,500.00 which shall continue so long as the employee remains assigned to the Detective Bureau.
Section 7:
Effective January 1, 2005, any employee who is required to work on any holiday enumerated in Article V, Section 2, A. shall receive compensation calculated on a straight time basis only. No overtime shall be paid for working on a holiday.
Section 8:
All ordinances and parts of Ordinances inconsistent herewith are hereby repealed to the extent of such inconsistency.
Section 9:If any section, subsection, sentence, clause or phrase of this Ordinance is, for any reason, held to be invalid by a Court of competent jurisdiction, such a decision shall not affect the validity of the remaining portions of this ordinance.
Section 10:
This Ordinance shall take effect immediately after final passage and publication as provided by law.
